Exports to Russia: GLN as the New Requirement for the Registration of EAC Declaration of Conformity

The Ministry of Justice of the Russian Federation made official the adoption of Ordinance No. 877 of 30 December by which the inclusion of GLN and GTIN Codes for the registration of Declarations of Conformity will become necessary. Please click here for the new rules.

In 2021, companies export consumer goods and industrial equipment on the Eurasian market (Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan) should take into account the following two changes:

1. GLN (Global Location Number) and GTIN (Global Trade Item Number) as part of the conformity assessment procedure.

2. From July 1, 2021, the applicant must provide the GLN (Global Location Number) of the foreign manufacturer when registering EAC declarations of conformity.

According to the provisions of amendments to the procedure for registration of Declarations of Conformity, the transition period for the optional indication of the GLN code will be extended until September 1, 2021.  However, from July 1, 2021, the Applicant is obliged to enter information about the absence of the GLN number in the Rosaccreditation Federal Information System if the manufacturer does not have the GLN number at the time of registration of the declaration of conformity.  This GLN code must be obtained from the Global Standards Organisation GS1.

The ordinance officially mentions that GS1 as an internationally recognised organisation for issuing and obtaining Declarations of Conformity, in fact designating it as the only entity authorised for this purpose (in full alignment in this case with the international system).

Global Location Number (GLN)
The GLN can be used to uniquely identify companies and parts of companies, such as production sites, warehouses, shops, legal offices and operational offices. The GLN consists of 13 digits and is the key to the company information stored in databases.

Global Trade Item Number (GTIN)
The GTIN, on the other hand, can be used to identify every article, every product or every product variant worldwide without overlaps.  It is used wherever products are automatically registered. In retail, for example, the GTIN is made legible at the checkout via the barcode on the product.
